The guidelines were written by Dr. Robert Ishaq & Becky Shlisselberg (Urban Planner). The guidelines were designed to be a useful tool for the entire transit industry and to build a shared vocabulary and set of standards & goals which would encourage a high level of service and maximum transparancy throughout the planning process.
